Investigating the social and cultural effects of the construction, development and improvement of Imam Reza (AS) Highway

شهر تهران با برخورداري از موقعيت استراتژيك و ارتباط گسترده با شهرهاي اطراف و حتي با تمامي شهرهاي كشور از شرايط حساس و ويژه اي برخوردار است. حمل و نقل به عنوان يكي از شاخص هاي مهم توسعه در تهران به صورت معضلي اجتناب ناپذير، هزينه هاي فراواني را بر شهر و شهروندان تهراني تحميل مي نمايد، اتلاف وقت، مصرف سوخت، آلودگي صوتي، آلودگي هوا، انواع مراض، تصادفات جرحي و فوتي از مهمترين خسارات و آسيب هاي شبكه هاي حمل و نقل شهر تهران است. تكميل شبكه بزگراهي، سالهاست كه از مباحث اصلي طرح جامع حمل و نقل و ترافيك شهر تهران به شمار مي آيد و مديران و كارگزاران شهري در اين راستا برنامه و طرح هايي را به انجام رسانيده و اقدام به ساخت بزرگراه هاي گوناگون نموده اند تا بتوانند معضل ترافيك را در اين ابر شهر كاهش دهند. در طي اين سال ها بزگراه هاي زيادي در تهران احداث وتوسعه يافته است. از جمله اين بزرگراه ها مي توان به بزرگراه امام رضا (ع) اشاره نمود. احداث، توسعه و بهسازي بزرگراه امام رضا (ع) هدف و برنامه اي بود كه مديران شهري طي سال هاي گذشته آن را در دستور اكر خود قرار داده بودند تا بتواند از مشكل ترافيكي اين قسمت از شهر تهران بكاهند، اجراي اين اقدام توسعه اي بر اساس طرح جامع شهر تهران و طرح تفصيلي منطقه 15، سند چشم انداز منطقه و ديگر اسناد بالادست شهر تهران انجام مي گيرد. مقاله حاضر برگرفته از پژوهش ارزيابي تدثيرات اجتماعي و فرهنگي احداث، توسعه و بهسازي بزرگراه امام رضا (ع) در منطقه 15 شهرداري تهران مي باشد. پژوهش از نوع حين از اجرا و در راستاي شناسايي و ارزيابي اثرات و پيامدهاي حاصل از اين اقدام توسعه اي مي باشد، روش پژوهش تلفيقي است از رويكرد كمي و رويكرد كيفي و در تدوين چهارچوب نظري از مقولات نظري و مفهومي، دسترسي، توسعه (مقوله رفاه اجتماعي و خدمات اجتماعي) و پراكنده رويي بهره گرفته شده است. يافته اي تحقيق نشان مي دهد اجراي اين اقدام توسعه داراي اثرات و پيامدهاي مثبت و منفي مي باشد كه در جهت اجتناب، تعديل و به حداقل رساندن اثرات منفي راهكارهايي در قالب كاربست پيشنهاد گرديده است.

Tehran has a special situation due to its strategic position and extensive communication with its surrounding cities and even with all of the cities of the country. As one of the important indicators of development in Tehran, transportation as an inevitable problem has imposed abundant cost on Tehran and Tehrani citizens. A waste of time, fuel consumption, sound pollution, air pollution, various diseases, accidents and deaths are among the most important damages of transport networks in the city of Tehran. The completion of the highway network has been one of the main issues of the Comprehensive Traffic and Transportation Project in Tehran for many years, and urban managers and planners have accomplished plans and projects and taken actions to build different highways so that they can handle the traffic problem in this metropolis. Reduce in this cloud city. Many highways have been built and developed in Tehran during these years, one of which is Imam Reza highway. The construction, development and improvement of Imam Reza Highway was the goal and plan which urban managers had put it on their agenda during the past years, so that they could reduce the traffic problem of this part of Tehran. The implementation of this developmental project is based on the Comprehensive Plan of Tehran City, the Detailed Plan of District 15, the District's Landscape Document and other upstream documents of Tehran. This article has been adapted from the research entitled "Assessment of social and cultural effects of the construction, development and improvement of Imam Reza highway" in the 15th district of Tehran Municipality.The research is a during-implementation study conducted to identify and evaluate the effects and consequences of this developmental action. The research method is a combination of quantitative and qualitative approaches, and theoretical and conceptual categories, access, development (social welfare and socisal services) have been used in formulating the theoretical framework of the research. Research findings show that the implementation of this developmental project has positive and negative effects and suggestions have been offered in order to avoid, moderate and minimize the negative effects of the project.
