چكيده فارسي :
معاملات دولتي فرايند تأمين كالا و خدمات عمومي از سوي دولت‌ها براي بخش خصوصي است. انجام اين فرايند از مراحل مختلف تشكيل شده است و به دليل تعارض منافع بخش عمومي و خصوصي نسبت به فساد و سوءاستفادۀ مالي در وضعيت آسيب‌پذيرتري قرار دارد. در اين راستا از جمله موضوعات مطرح‌شده در سطح جهاني، سلامتي در معاملات دولتي است كه به معناي استفاده از منابع عمومي در راستاي منفعت عمومي است. با توجه به اهميت معاملات دولتي در اقتصاد سازمان‌هاي دولتي، نهادهاي عمومي و آسيب‌پذيري مراحل مختلف تأمين كالاها و خدمات عمومي، حفظ سلامتي و پيشگيري از خطرها و تهديدات وارده بر معاملات دولتي ايجاب مي‌كند اصول و ساز و كارهاي پيش‌بيني تا مصرف منابع مالي دولت به گونۀ بهينه صورت گيرد. در مقالۀ حاضر مفهوم و مباني سلامتي، معاملات دولتي، اصول، معيارها و رويكردهاي حاكم بر ارتقاي سلامت در معاملات دولتي بررسي شده و هدف اين تحقيق بررسي سلامتي در معاملات دولتي و نقش اصول حاكم بر آن در حفظ و ارتقاي سلامتي در رسيدن به اهداف معاملات دولتي است.

Public procurement is process of supplying goods and services by Governments
from the private sector. This process consists of several stages and because of
conflict of interest public and private sector is vulnerable to corruption and
misuse by Government. In this regard, one of the topics discussed at the global
level, is integrity in public procurement, which means the use of public
resources in the public interest. Given the importance of public procurement in
the economy, government agencies and public institutions and also the
vulnerability of various stages of providing public goods and services, calls for
the prevention of dangers and threats against public procurement is heard all the
more louder. Principles and mechanisms of government funds can be better. In
this paper, the concept and principles of integrity, public procurement,
principles, standards and procedures governing integrity promotion is discussed
in public procurement. The aim of this study is to evaluate the integrity of the
public and the principles governing its public procurement Integrity promotion
to achieving the objectives of public procurement.
