كارايي سنجش علمي بر اساس شاخص مقاله در نظام آموزش فني ـ مهندسي ايران

The eligibility of scientific evaluation based on the criterion of “published papers” in engineering education of Iran

هدف از انجام اين پژوهش تبيين نقش مقاله در سنجش علمي استادان و دانشجويان حوزه فني ـ مهندسي در شرايط كنوني، شناسايي چالش هاي موجود در ارزش گذاري كيفي مقالات در كنار ساير برون دادهاي پژوهشي و همچنين تحقيق شرايط مطلوب در توجه به كميت و كيفيت مقالات علمي در مقايسه با ساير برون دادهاي پژوهشي و فعاليت هاي آموزشي بوده است. به اين منظور، از تركيب روش هاي كمّي و كيفي براي دستيابي به اهداف طرح استفاده شد. داده هاي كمّي با استفاده از پرسشنامه و داده هاي كيفي به كمك مصاحبه جمع آوري شدند. در بخش نظرسنجي با پرسشنامه، استادان و دانشجويان مقطع دكتري در دانشكده-هاي فني ـ مهندسي در پنج دانشگاه، يعني دانشگاه هاي تهران، صنعتي شريف، صنعتي اميركبير، اصفهان و گيلان به عنوان جامعه آماري در نظر گرفته شدند. فرايند نمونه گيري به روش تصادفي براي دانشجويان و تصادفي طبقه بندي شده براي استادان انجام شد. مجموعاً نمونه آماري براي استادان شامل 116 استاد و براي دانشجويان شامل 224 دانشجو بود. نمونه آماري در بخش مصاحبه با روش نمونه گيري هدفمند با انتخاب 9 تن از استادان صاحب نظر تعيين شد. با تحليل نتايج نظرسنجي به كمك روش هاي آماري و بررسي نتايج مصاحبه ها با استفاده از روش تحليل مضموني، پاسخ پرسش هاي اصلي پژوهش به دست آمده و راهكارهاي پيشنهادي براي رسيدن به شرايط مطلوب در زمينه مسايل مطرح شده، ارايه شدند. در جمع بندي نهايي اين پژوهش، لزوم توجه به كيفيت آموزش و پژوهش در قوانين نظام آموزش عالي، انجام پژوهش هاي هدفمند و اثرگذار در دانشگاهها، توجه بيشتر به كيفيت مقالات علمي در مقايسه با كميت آنها، تسهيل و حمايت از ارتباط دانشگاه با صنعت و نظارت موثر بر روند كيفي اجراي وظايف استادان و دانشگاه ها به عنوان خواسته هاي اصلي متخصصان، استادان و دانشجويان، نتيجه گيري شد. از ميان تمام پيشنهادهاي ارايه شده، 14 پيشنهاد عملي، كه قابليت اجرا با صرف زمان و هزينه اي معقول را دارند، براي دستيابي به اين خواسته ها به عنوان نتيجه گيري كلي تحقيق بيان شدند.

This paper describes the role of published articles in scientific evaluation of professors and students in technical engineering area in the current circumstances and investigates the existing challenges in qualitatively grading the scientific articles relative to other kinds of research outputs. It also explores the most desirable condition for assigning priorities to quantity or quality of articles comparing to other research outputs and educational activities. To this end, both qualitative and quantitative methods were exploited to achieve the objectives of the paper. The quantitative data were collected using questionnaires and the qualitative data were obtained through interviews. For the survey, the professors and PhD students of engineering faculties of five universities, were considered as the statistical society. The sample consists of 116 professors and 224 students. For the interviews, the 9 distinguished professors were selected. In order to find answers to the main questions of this research, the results have been analyzed, and several recommendations have been offered accordingly among which, paying more attention to quality of education and research in regulations, carrying out purposeful and effective researches in universities, putting more emphasis on quality comparing with the quantity of publications, facilitating and supporting university-industry interactions, effective surveillance on the quality of universities and professors are found to be the main demands of the academics. Among all of the recommendations and solutions, 14 practical, time and cost efficient suggestions are proposed.
