فضاهاي عمومي، نقش محوري در برنامه ريزي و توسعه شهرها دارند و از اجزاي اصلي يك محيط شهري سالم و با نشاط به حساب مي آيند. توسعه كيفي و كمي فضاهاي عمومي شهرها، هنگامي روند مطلوب اجرايي و قابل تحققي پيدا خواهد نمود، كه اولويت سنجي مسائل موجود در شهرها، مبتني بر نظريات نوين مشاركت مردمي (ديدگاه استفاده كنندگان) و استفاده از روش هاي علمي مناسب و كارآمد باشد. از آنجا كه نظرات و آراء مختلفي در سطح شهر پيرامون مسائل و اولويت هاي شهري وجود دارد و اتخاذ تصميمات مي بايست همگرا و در راستاي پوشش همه جانبه اولويت ها باشد، بنابراين هدف مقاله حاضر، اولويت سنجي و تعيين راهبردهاي توسعه فضاهاي عمومي شهر عسلويه با استفاده از مدل «فرآيند تحليل شبكه» (ANP) مي باشد. در اين پژوهش روش تحقيق توصيفي- تحليلي و مبتني بر مطالعات اسنادي- كتابخانه اي، بررسي هاي ميداني، مراجعه مستقيم به سازمان هاي مربوطه و استفاده از ابزار پرسش نامه بوده كه محدوده مورد مطالعه شامل فضاي عمومي؛ پارك، خيابان و بازار و هفت فضاي شهري مورد بررسي است. ابتداء مهمترين مسائل مرتبط با فضاهاي عمومي شهر با استفاده از منابع، مصاحبه و پرسشنامه استخراج گرديد، سپس با توجه به ويژگي هاي ANP و ويژگي مسائل شهر عسلويه، داده ها و اطلاعات اوليه طبقه بندي و به تبع آن مدل مفهومي ANP تهيه گرديد. مدل ANP مبتني بر فضاهاي عمومي شهر عسلويه شامل 4 خوشه (معيار/گروه) و 14 گزينه (نود/زير گروه) با استفاده از نرم افزار Super Decisions توليد شد و نتايج بررسي هاي ميداني در نرم افزار مورد تجزيه و تحليل قرار گرفت. خروجي هاي مدل به شيوه هاي مختلف متني و نمودارهاي متنوع و قابل تامل براي تمام معيارها و گزينه ها قابل ارائه است، از اين رو، به سبب حجم گسترده عمليات، تنها برخي از خروجي ها براي نمونه در مقاله آورده شدند. نتايج تحقيق نشان مي دهد، بيشترين و بالاترين اولويت ها مربوط به تعاملات اجتماعي (0.644 نرمال شده خوشه فضاي مطلوب شهري)، دسترسي اجتماعي (0.625 نرمال شده خوشه قابليت دسترسي به فضاهاي عمومي) و سازگاري (0.415 نرمال شده خوشه كاربرد بهينه فضاهاي عمومي)، با تاكيد بر توسعه فضاي عمومي بازار شهر (بخش مركزي) و بخش ساحلي شهر- پارك نگين جهت تعيين راهبردهاي توسعه فضاهاي عمومي شهر عسلويه تعيين گرديد

Public spaces، a central role in planning and urban development is major components of an urban environment is healthy and lively. Qualitative and quantitative development of urban public spaces، when appropriate administrative process will be realized، the priority issues in the survey cities، based on modern theories of popular participation (user''s perspective) and using the scientific method is convenient and efficient. Because the various comments and opinions on city issues and urban priorities there، and decisions must converge in order to cover the broad priorities، the aim of this paper therefore، develop strategies and set priorities survey public spaces city Assalouyeh »Analytic Network Process» (ANP) model. Research in this study - descriptive and analytical studies based on documents - library، field surveys، go directly to the respective organizations and using that tool was a questionnaire study area، including public space parks، streets and markets and seven urban spaces is investigated. Beginning the most important issues related to public spaces using city resources، interviews and questionnaires were extracted، then according to the characteristics of ANP، and features the city Assalouyeh issues، data and basic information classification and therefore the conceptual model of ANP was prepared. ANP-based model of public spaces، including four clusters Assalouyeh City (Criterion / group) and 14 options (node / sub-category) using Super Decisions software was produced. Results in the field of software were analyzed. Model outputs to the various ways a variety of text and diagrams، and consideration for all criteria and options are available، hence، due to the sheer volume of operations، the only outlet for some of the examples were given in the article.
