تبيين دوره دكتري پژوهش محور در چشم انداز سناريوهاي بين‌المللي سازي علم و فناوري

Explaining research-based doctoral program in perspective of internationalization of science and technology scenarios

هدف پژوهش حاضر تبيين دوره دكتري پژوهش ­محور در چشم ­انداز سناريوهاي بين‌المللي­سازي علم و فناوري بود. اين پژوهش با رويكرد كيفي از طريق مصاحبه نيمه ساختاريافته با 37 نفر از مطلعان كليدي شامل دانشجويان و دانش ­آموختگان در رشته ­هاي علوم انساني- اجتماعي و علوم و مهندسي، استاد راهنماي پروژه دكتري پژوهش­ محور، مجريان و خبرگان وزارت علوم، تحقيقات و فناوري در حيطه سياست گذاري و كارشناسي انجام شد. از آنجا كه بيشترين جذب دوره دكتري پژوهش­ محور در مؤسسات پژوهشي بوده است، نمونه مورد نظر از پژوهشگاه هاي وابسته به وزارت علوم، تحقيقات و فناوري انتخاب شدند. نتايج به ­دست آمده نشان داد كه انگيزه شكل­ گيري دوره مبتني بر نظريه حداكثرسازي سود، موجب شكل‌گيري نظام منفعت طلبي شده است كه بدون در نظر گرفتن منافع ملي، بر اساس منافع افراد، گروهها، نهادها و احزاب سياسي در جهت سيطره كميت ­گرايي آموزش ­عالي شكل گرفته است. غلبه اين انگيزه‌ها در نظام منفعت، به ضعف نظام آموزشي-پژوهشي و اختلال ادراكي دانشجويان منجر شده است. بر اساس سناريوهاي پيش رو در چارچوب ماتريس سناريوهاي علم و فناوري در كشور، وضعيت كنوني درونگرايي متمركز است كه در اين پژوهش با توجه به بين‌المللي شدن دوره دكتري پژوهش­ محور و ورود به شبكه باز جهاني پيشنهادهايي ارائه شد تا علاوه بر توسعه ظرفيت هاي زيرساختي و افزايش توانمندي پژوهشي و يادگيري، كيفيت دوره ­هاي دكتري پژوهش محور و محصولات آن نيز ارتقا يابد.

This study aimed to explain the research-based doctoral program in perspective of internationalization of science and technology scenarios. This qualitative research was conducted through semi-structured interviews with 37 key informants including students and alumnus of human and social sciences and engineering, doctoral research-oriented supervisors, executives and experts from the Ministry of Science, Research and Technology in the area of policymakers. Since most recruitment of doctoral research-oriented programs is in research institutions, the sample of the research was selected from institutions affiliated to the Ministry of Science, Research and Technology. The result indicated that the motivation behind developing the program is formed based on the interests of individuals, groups, institutions and political parties in order to dominate quantity-oriented higher education. Overcoming these incentives in the benefit system led to the weakness of teaching and research system and students' perception disorder. Based on the current scenarios, within the matrix scenarios of science and technology in the country, the present situation is more focused introvert. Considering the internationalization of research-based doctoral programs and entry to the global open network, the recommendations were proposed to develop infrastructure and increase research and learning capacity, quality of research-based doctoral programs and its products..
