The Role of the partnership program in green city with a view to the city of Shemshak as the first candidate in Iran's green city

امروزه مشكلات زيست محيطي يكي از اساسي ترين مسائل شهري و حاصل تعارض و تقابل با محيط طبيعي است. چراكه توسعه شهري ناگزير با تسلط ساختمان ها، صنايع و حمل و نقل و فعاليت هاي اقتصادي بر فضاهاي طبيعي همراه است و اين تسلط به مرور زبان به شكل چيرگي شهر بر طبيعت بروزيافته و زمينه ساز آلودگي گسترده شهري شده است. واقعيت اين است كه ريشه اصلي بحران هاي زيست محيطي زمان معاصر را بايد در نگاه و تفسير بشر از محيط زيست طبيعي جستجو كرد. به بيان ديگر، مشكل اصلي معرفت شناسي و جهان بيني آدمي است. شهر سبز به عنوان رويكردي نوين به ارائه راه حل هايي براي تغيير رفتار مخرب و تشويق رفتارهاي مثبت محيطي است. استفاده بي رويه از انرژي در منازل، استفاده از انواع توليدات يكبار مصرف، استفاده از وسايل نقليه شخصي، استفاده از انواع آفت كش ها، دفع مواد زايد به روش غيربهداشتي، عدم تفكيك پسماند براي بازيافت و ... همگي رفتارهاي مخرب زيست محيطي هستند كه نياز به تغيير دارند و اين امر جز در سايه برنامه ريزي مشاركتي محقق نمي گردد. شهر شمشك به-عنوان اولين كانديداي شهر سبز با توجه به قابليت هاي محيطي و جاذبه هاي گردشگري به دنبال اجراي شاخص هاي سبز و تبديل شدن به نماد يك محيط باكيفيت و قابل سكونت و الگويي براي ساير شهرهاي استان تهران و كشور است. در اين پژوهش با استفاده از تكنيك SWOT (تحليل نقاط قوت، ضعف، فرصت و تهديد) به شناسايي عوامل دروني و بيروني موثر در اين امر و تبيين راهبرهاي لازم جهت تحقق و اجرايي شدن شاخص هاي سبز در اين شهر، در سايه برنامه ريزي مشاركتي مي پردازد.

Today، environmental problems are one of the most important urban issues and conflicts with the natural environment. Because urban development has to be controlled by the building industry and transportation، and economic activity on natural spaces، this dominance is dominated by the language in the from of dominance of the city over the nature of the city. The fact is that the root of contemporary environmental crises should beviewed in the view and interpretation of the environment of natural search . In other words the main problem is the knowledge and the world of the nose. Green city is a new approach to making solutions to change destructive behavior and to encourage positive environmental behavior. The use of energy in home، use of insecticides، disposal of waste materials in non-sanitary manner nonsegregation of waste for recycling، and that is not the result of a partnership program. The city of Shemshak is the first candidate for the green city، due to its environmental ability and tourist attractions to implement green indicators and become a high-quality model and model for other cities in the province of Tehran and the country. In this context using the SWOT technique (analyzing strengths، weaknesses، opportunities، and threats) to identify the effective internal and external factors in this context. It deals with the plan to realize the effectiveness of green indicators in this city
