تحليل اثرات تمركززدايي مالي و پيامدهاي زيست محيطي آن در استان هاي ايران

Analyzing the Effects of Fiscal Decentralization and its Environmental Consequences in Iran Provinces

هدف اين مقاله بررسي سياست هاي تمركززدايي مالي و پيامدهاي زيست محيطي ناشي از آن در دوره زماني 1394-1384 است. نتايج برآورد مدل ها به روش گشتاورهاي تعميم يافته نشان مي دهد تمركززدايي درآمدي، رابطه منفي و معناداري با انتشار آلودگي دارد. نتايج ساير متغيرها نيز حاكي از رابطه مثبت بين صنعتي شدن و بهره وري انرژي با انتشار آلودگي است. با افزايش تراكم نسبي جمعيت، آلودگي كاهش مي يابد. نتايج حاصل از بررسي فرضيه زيست محيطي كوزنتس نيز دلالت بر رد اين فرضيه دارد؛ علاوه بر اين، وجود حاصل ضرب ماتريس همسايگي در متغير وابسته، موجب افزايش آلودگي در سطح استان ها شده و اين نشانگر اثرات فضايي زيست محيطي در استان هاي كشور است. پيشنهاد مي شود متولي تعريف و جمع آوري درآمدها، دولت هاي محلي باشند، در اين صورت مي توان هدفمند و برمبناي منابع درآمدي جديد همچون اقتصاد سبز، كسب و كارهايي را تعريف نمود كه موجب كاهش آلودگي شود.

This study analyzes fiscal decentralization policies and its environmental consequences, during the period 2005-2015. The results of GMM estimation show that revenue decentralization has negative and significant relationship with pollution. Also other variables results indicate positive relationship between industrialization and energy productivity with pollution. By increasing the relative density of population, pollution is reduced. The results of Environmental Kuznets Curve hypothesis also indicate rejection of this hypothesis. In addition, presence of multiplication of the neighboring matrix in dependent variable causes an increase in pollution in the provincial level and this indicates the spatial environmental effects in the country's provinces. It is suggested that local governments determine their own financial resources, in this case it can be targeted and based on new revenue resources such as green economy, it can define businesses that which they reduce pollution.
