ارائه مدل كاربرد مهندسي ارزش در تحقق سياست‌هاي اقتصاد مقاومتي با استفاده از روش مدل‌سازي معادلات ساختاري

Presenting Model of Value engineering to achieving the policies of resistance economy by structural equation modelling technique

با توجه به ابلاغ سياست اقتصاد مقاومتي در اقتصاد ايران از طرف حضرت آيت الله خامنه‌اي رهبر معظم انقلاب اسلامي بر اساس بند يكم اصل 110 قانون اساسي كه پس از بررسي در مجمع تشخيص مصلحت نظام و ابلاغ آن به روساي سه قوه، كاهش وابستگي به درآمدهاي حاصل از فروش نفت و گاز، افزايش توليد و اشتغال از جمله موارد مطرح شده در سياست‌هاي24 گانه اقتصاد مقاومتي قرار گرفت. در راستاي اين سياست ابلاغي، مهندسي ارزش در بهبود فرآيند مديريت پروژه مي‌تواند در بلند مدت، نه تنها در دوره تحريم‌ها به عنوان راهي موثر، چراغ راه و ابزار كارآمد سياست‌هاي اقتصاد كشور باشد بلكه مي‌تواند استقلال كشور را تأمين كند. براي تحقق اين امر مي‌بايست بجاي رويكرد سنتي از يك رويكرد كاركردگراي مهندسي ارزش استفاده شود. تا مولفه‌هايي كه موجب تحميل هزينه‌هاي غيرضروري و اتلاف زمان مي‌شود را شناسايي و حذف نمايد. هدف اصلي اين مقاله ايجاد مدل مفهومي تأتير فازهاي مهندسي ارزش براي تحقق سياست‌هاي اقتصاد مقاومتي و تحليل تأثيرات ميان آنها با استفاده از تكنيك مدل‌سازي ساختاري است. بدين منظور170 پرسشنامه از دانشگاه‌هاي پيام نور استان اردبيل و آذربايجان شرقي جمع آوري شد و پس از تأييد روايي و پويايي پرسشنامه، تحليل داده‌ها به روش مدل‌سازي ساختاري و به كمك نرم افزار(اس پي اس اس) و ايموس امكان پذير شد. يافته‌هاي تحقيق نشان داد كه مجموع شاخص‌هاي مهندسي ارزش تا حدود 89 درصد مي‌تواند سياست‌هاي اقتصاد مقاومتي را برآورد كند.

Regarding the notification of the Resistance Economic Policy in Iran, by Ayatollah Khamenei the supreme Leader of the Islamic Revolution on the basis of the first article of the principle 110 of the constitution, which was studied in the Expediency Council and communicated to the heads of the three forces, some factors were considered in 24-part policy including decrease of dependence on oil and gas sales, increase in production, employment. In accordance with this communicated policy, value engineering can be used for improvement of project management in the long term. It can act in the time of sanctions not only as an effective way and light and being an efficient instrument of economic policy, but also it can meet the country's independence. To fulfill this need, we must use a functional approach to value engineering instead of the traditional approach. which detects components that impose unnecessary costs and wasting time and removes them. The main objective of this paper is creating a conceptual model of the impact of value engineering phases for the realization of policies of resistance economy and analysis of the impact among them using structural modeling techniques. For this purpose, 170 questionnaires of PNU universities of Ardebil and East Azarbaijan provinces were collected. After confirming the validity and dynamics of the questionnaire, data analysis became possible using structural modeling and by (Spss) and (Amos) softwares. The results showed that the total index value engineering can Fulfill to approximately 89% of the policies of Resistance economy.
