An Investigation into the Development Level of Job Market across Genders in Iran

سند چشم انداز ج.ا.ا در حكم بالاترين سند پس از قانون اساسي، ايجاد فرصت هاي برابر و توزيع مناسب درآمد را يكي از اهداف چشم انداز در افق 1404 قلمداد كرده است كه اين مهم نيز در گرو توسعه موزون بازار كار است و از اين رو، بررسي سطح توسعه اين بازار به تفكيك جنسيت هدف اصلي اين مقاله است. براي تعيين سطح توسعه بازار كار از ميان شاخص هاي متعدد اين بازار، چهار شاخص نرخ بيكاري، سهم جمعيت داراي اشتغال ناقص، سهم شاغلان بخش صنعت و سهم شاغلان بخش خصوصي در سال هاي 1384 تا 1390 انتخاب و براي تلفيقشان از روش برترين پيشنهاد از راه حل ايدئال استفاده شده است. نتايج اين بررسي نشان مي دهد كه در دوره مذكور سطح توسعه بازار كار به تفكيك جنسيت دچار دوگانگي و به نفع بازار كار مردان بوده است. در مقايسه سال هاي آغازين و پاياني اين دوره نيز اين تفاوت نه فقط در راستاي اهداف برنامه هاي كلان كشور كاهش نيافته، بلكه روندي صعودي را طي كرده است.

The vision statement of the Islamic Republic of Iran, as the most important document after the Constitution, has considered the provision of equal opportunities and proper distribution of income as one of the goals of its vision in 2025. This important issue is possible only through the development of a balanced market; therefore, the investigation into the development level of job market across genders forms the main goal of this article. To determine the development level of job market, four indices of this market including the rate of unemployment, the proportion of the partially unemployed population, the proportion of those employed in the industrial sector, and the proportion of those employed in the private sector during the years between 2005 and 2011 were selected. To modulate them, the best proposal method with the most ideal solution was used. The results of this study indicates that during the whole period studied, the development level of job market across genders was in favor of men's job market, and in comparing the initial and final years of this period, the differences have not only not decreased in line with the macro-plans of the country, but they have also gone through a rising trend.
