علل و پيامدهاي زنانه شدن مهاجرت بين المللي در پرتو امنيت انساني با تاكيد بر حقوق بين الملل: چالش ها و راهكارها

The Causes and the Consequences of the Feminizationof International Migration in the Light of Human Security with an Emphasis on International Law: Challenges and Solutions

زنان با توجه به سهم قابل توجهي كه در مهاجرت ها دارند، نقش مهمي در سياست گذاري مهاجرتي ايفا مي كنند و توجه به شرايط آسيب پذير آنها ضروري است. از اهداف اين نوشتار بررسي علل و پيامدهاي ناشي از زنانه شدن مهاجرت و نقد و بررسي سياست ها و قوانين مهاجرتي با رويكرد توصيفي-تحليلي مي باشد. رويكرد امنيت انساني به جاي تاكيد بر حفظ امنيت دولت، برعوامل متعدد از جمله محروميت اقتصادي، سياسي، آزار و اذيت، تمايز بين مهاجران داوطلبانه و اجباري و برجسته كردن اين چالش ها تاكيد دارد. بنابراين به دنبال شناسايي و كاهش تهديداتي كه منجر به مهاجرت هاي اجباري و غيرقانوني مي شود مي باشد. پژوهش حاضر تاكيددارد براي كاهش آسيب ها و افزايش فرصت هاي ناشي از زنانه شدن مهاجرت، بايد سياست ها ي توسعه و قوانين مهاجرت بازتاب نيازهاي مختلف زنان باشد وهمكاري در تمام سطوح مختلف جامعه بين المللي، ملي، جامعه مدني، سازمان هاي توسعه و بشردوستانه براي حمايت از حقوق زنان مهاجر، ارائه و ارزشيابي سياست ها و قوانين مهاجرتي در راستاي كاهش بين سياست و عمل، داده ها و اطلاعات براساس تفكيك جنسيتي صورت گيرد.

Given the significant contribution women make in immigration, they play an important role in immigration policies, and there is a need to pay attention to their vulnerable situations. The purpose of this paper is to investigate, through an analytic-descriptive method, the causes and consequences of the feminization of immigration and to review and criticize the immigration policies and laws. Instead of emphasizing on the security of the state, the human security approach emphasizes many factors, including economic and political deprivation, persecution, the distinction between voluntary and compulsory emigrants, and highlighting these challenges. The present research emphasizes that in order to reduce the damages and increase the opportunities arising from the feminization of migration, development policies and immigration policies should reflect the different needs of women, and in order to protect the rights of immigrant women, the cooperation of all levels of the international community, national, civil society, development organizations and humanitarian organizations is a necessity.
