ENHANCING THE EFFICIENCY OF LARGE-SCALE GOVERNMENT PLANS

دولت ها از ديرباز با فراز و فرودهايي به طرح هاي بزرگ و تاثير آن در جامعه باور داشته‌‌اند و بدان تمسك جسته‌اند. دولت ايران نيز از اين دست دولت‌هاست كه چه پيش از انقلاب و چه پس از آن به نتيجه بخش بودن اقدام در قالب طرح‌هاي بزرگ معتقد بوده و بدان دست زده است. نئو‌ليبراليسم براي زماني چند دولت‌ها را از چنين نگرشي بازداشت؛ اما بحران اقتصادي دهه آغازين قرن حاضر سبب تاكيد بر اهميت حضور دولت در صحنه سياست‌هاي عمومي و طرح‌هاي كم و بيش بزرگ آن شده است. دولت جمهوري اسلامي ايران، البته، همواره دولتي طرح‌گرا بوده است و اكنون نيز طرح‌هايي بزرگ را در سر و در دست اقدام دارد كه طرح هدفمند‌سازي يارانه‌ها از جمله آنهاست. كوشش ما در اين مقاله بر اين است كه بر ساماني تاكيد ورزيم كه چشم‌اندازهاي امكان‌پذيري طرح‌هاي بزرگ دولتي را پررنگ‌تر مي‌سازد.

From ancient times, governments have laid emphasis – albeit with varying degrees – on large-scale plans and their impact on society and have thus resorted to them. The Iranian government is of course no exception; both before and after the 1979 Revolution, the different administrations of the country maintained that employing large-scale plans was fruitful and applied them accordingly. Although neo-liberalism deterred governments from adopting such an approach for a period of time, the economic meltdown of the first decade of the new millennium prompted the active participation of governments in the domain of pubic policymaking and applying more or less large-scale plans. The Government of the Islamic Republic of Iran has of course consistently pursued an advocacy for plans and it is currently implementing certain large-scale plans, among them the one for adjusting subsidies.
