امروزه حقوق بشر و راهكارهاي بهبود و حفاظت از آن به يكي از رويه هاي اصلي در روابط بين الملل تبديل شده است. دكترين مسئوليت حمايت كه به عنوان يك نظريه در آغاز قرن بيست و يكم مطرح شده است، نيز در اين راستا قرار مي گرد. از طرف ديگر، به نظر مي رسد كه رويكرد دكترين مسئوليت حمايت براي مداخلات بشر دوستانه، حاكميت ملي را در چهارچوب جديدي قرار داده است. در اين راستا، اين پژوهش با يك رويكرد جامع به دنبال بررسي تاثير دكترين مسئوليت حمايت در يك چهارچوب تاريخي بر مرزهاي حاكميت ملي است. به عبارتي، اين پژوهش بدنبال بررسي اين سوال اساسي است كه، دكترين مسئوليت حمايت در قالب مداخلات بشر دوستانه در يك چهارچوب تاريخي، چه تاثيري بر ماهيت حاكميت داشته است؟ يافته هاي پژوهش نشان مي دهد كه بعد از پايان جنگ سرد، فروپاشي نظم دو قطبي منجر به اولويت يافتن حقوق بشر شده ، كه در مداخلات بشر دوستانه در دهه 1990 ميلادي نمود پيدا كرده است. از طرف ديگر، به نظر مي رسد كه دكترين مسئوليت حمايت و رويه هاي مداخلات بشردوستانه در عرصه روابط بين الملل در عصر پسا جنگ سرد، باعث خدشه دار شدن اصل اساسي منشور ملل متحد بر مبناي برابري وتساوي حاكميت اعضا در عرصه نظام بين الملل شده است. روش تحقيق در اين پژوهش توصيفي- تحليلي، و روش گردآوري داده ها كتابخانه اي و اينترنتي مي باشد.

Human rights today, and solutions for improving and protecting it have become one of the main procedures in international relations. The doctrine of support for responsibility, which has emerged as a theory at the beginning of the 21st century, is also in this direction. On the other hand, the doctrine approach of support for humanitarian interventions seems to have placed national sovereignty in a new framework. In this regard, the study, with a comprehensive approach, seeks to examine the impact of the doctrine of responsibility for protection in a historical framework on the boundaries of national sovereignty. In other words, this research seeks to examine the fundamental question: How did the Doctrine of Responsibility for Support in the Form of Humanitarian Intervention in a Historical Framework affect the nature of governance? Findings of the research show that after the end of the Cold War, the collapse of bipolar rule has led to human rights prevalence, which has emerged in humanitarian interventions in the 1990s. On the other hand, the Doctrine of Responsibility for Protection and Procedures for Humanitarian Intervention in the Field of International Relations in the post-Cold War era seems to undermine the fundamental principle of the United Nations Charter on the basis of equality and equality of authority among members of the international system. . The method of this research is descriptive-analytic, and the method of collecting library and internet data.
