بررسي موانع تحقق حكمراني خوب در فرهنگ سياسي ايران

Investigation of Obstaclesto realizationof Good Governance in Iranian Political Culture

نظريه حكمراني خوب از دهه 1990 به‌عنوان يك الگوي مطلوب توسعه و مديريت جوامع موردتوجه قرارگرفته است. علي‌رغم طرح اين نظريه در ايران و تطابق عمده شاخص‌هاي آن با مباني اعتقادي و حقوقي كشور، كمتر حركت جدي براي تحقق حكمراني خوب در ايران صورت گرفته و با وجود ارتباط اين موضوع با حوزه سياست، اجراي آن در بدنه دولت و نظام سياسي با موانعي روبروست. اين مقاله با بررسي مطالعات انجام‌شده به روش اسنادي، نشان مي‌دهد چالش اصلي حكمراني خوب در ايران، در برخورد آن بافرهنگ سياسي حاكم مي‌باشد به ‌طوري‌كه در مقابل هر شاخص حكمراني خوب، مؤلفه‌هايي از فرهنگ سياسي قرار دارد كه مانع از تحقق آن شاخص‌ها مي‌شوند و براي رفع اين موانع، بايد به مقوله فرهنگ سياسي بيش از گذشته توجه شده واقداماتي عملي در راستاي اصلاح فرهنگ سياسي با تمركز بر نقش دولت صورت گيرد.

Good Governnaace Theory has attracted the attention of many communities since 1990s as the favorable development and management pattern. Despite the introduction of this theory in Iran and the correspondence of its main indices with Iranian belief and legal bases, rarely a serious movement has emerged to fulfil good governance in Iran. Though this matter is related to politics, there are some obstacles to execute it in the state and political system. Through reviewing previous studies with documentary method, this article shows that the main challenge of good governance in Iran is that it deals with applicable political culture, so that for each good governance index there are political culture indices that prevents the fulfilment of those indices. For removing these obstacles, more attention should be paid to political culture and practical measuresshould be taken with the focus on the role of thestate to reform political culture.
