تحليل رابطه اسرائيل و كردستان عراق و پيامدهاي امنيتي آن براي جمهوري اسلامي ايران

Analysis of the relationship between Israel and Iraqi Kurdistan and its security implications for the Islamic Republic of Iran

تحولات عيمق در عراق پس از جنگ خليج فارس در سال 1991، و بويژه خلاء قدرت ايجاد شده پس ازسقوط صدام در سال 2003، هجوم داعش به اين سرزمين، و اخيرا برگزاري رفراندوم استقلال در كردستان عراق و گسترش فعاليت‌هاي سياسي، اقتصادي، نظامي كردها در راستاي اهداف استقلال‌طلبانه خود در اين كشور، زمينه مناسبي براي توسعه حضور و نفوذ اسرائيل در كردستان عراق فراهم آورد‌ه‌است. پرسش اصلي پيش روي اين مقاله اينست كه افزايش حضور و نفوذ اسرائيل در كردستان عراق چه آثار و پيامدهايي را براي امنيت ملي و منافع ايران ايجاد خواهد نمود؟ در اين مقاله برمبناي چارچوب مفهومي موازنه تهديد، تلاش شده‌است تا ضمن تبيين جنبه‌هاي مختلف سياست‌ها و روابط اسرائيل با كردهاي عراق، تبعات آنها بر امنيت‌ ملي ايران واكاوي شوند. يافته‌هاي پژوهش حاضر نشان مي‌دهند كه حضور و نفوذ اسرائيل در منطقه كردستان عراق، در راستاي تحقق اهداف راهبردي اين رژيم، از جمله ايجاد يك متحد استراژيك جديد در منطقه مي‌باشد كه در نهايت مي‌تواند تهديدات جدي امنيتي (مانند ايجاد قلمرو استراتژيك براي اسرائيل در نزديكي مرزهاي ايران، مقابله با حضور و نفوذ ايران در عراق، ايجاد محيط بحران با حمايت از استقلال كردستان عراق و تجزيه عراق، ..) براي ج. ا. ايران در بر داشته باشد.

The profound developments in Iraq after the Persian Gulf War in 1991, and in particular the vacuum of power created after the fall of Saddam in 2003, ISIL invasion of this land, and recently a referendum on independence in Iraqi Kurdistanو in addition to the extensive presence of the United States and its allies in the Middle East after September 11, and the plans for the Middle East and New Middle East strategies, has provided a good basis for expanding the presence and influence of Israel in Iraqi Kurdistan.The main question posed by this article is that the increase in the presence and influence of Israel in Iraqi Kurdistan will produce what consequences for the national security and interests of Iran? This article explores the objectives, interests, and facilitating requirements of the Israeli actions for presence in Iraqi Kurdistan and by using a descriptive-analytical method based on the conceptual framework of the threat balance, attempts have been made to explain the various aspects of the policies and relations of Israel with the Kurds of Iraq and their consequences for the national security of Iran. The findings of the present study indicate that the presence and influence of Israel in the Kurdistan region of Iraq is in line with the strategic goals of this regime, including the creation of a new strategic alliance in the region, which can ultimately be a serious threat to security of Iran.
