Process Model for Designing Islamic-Iranian Model of Progress

بررسي آثار و پيامدهاي 57 سال برنامه‌ريزي توسعه در كشور ما نشان مي‌دهد توسعه به سبك غربي (و تنها با جرح و تعديل‌هاي اسلامي) از يك سو نتوانسته به مانند كشورهاي غربي باعث توسعه كشور شود و از سوي ديگر نيز باعث كمرنگ شدن ارزش‌هاي اسلامي ايراني شده است. دليل اين امر را بايد در اينجا جستجو كرد كه مباني، اقتضائات و مسائل و غاياتِ توسعه با مباني، اقتضائات و مسائل و غايات جامعه‌ي اسلاميِ ايران زاويه دارد و اين امر ضرورت طراحي الگويي متناسب با جامعه ايران را ايجاب مي‌كند. با طرح مبحث «الگوي اسلامي-ايراني پيشرفت» از ابتداي دهه‌ي چهارم انقلاب توسط مقام معظم رهبري، طراحي الگويي بديل توسعه كه بتواند كشور را به پيشرفت همراه با معنويت و عدالت برساند همواره موضوع بحث مجامع علمي دغدغه‌مند در اين حوزه بوده است. مسلماً دستيابي به اين الگو مستلزم طي فرايندي است كه باعث شكل‌گيري الگويي مسأله‌محور و در عين حال مبتني بر مباني ارزشي اسلامي باشد. در تحقيق حاضر كه با روش مطالعه تطبيقي انجام گرفته و در آن از روش‌هاي مطالعات كتابخانه‌اي و گروه كانوني براي گردآوري داده‌ها استفاده شده است، تلاش شده است الگويي فرايندي جهت طراحي الگوي اسلامي ايراني پيشرفت تدوين گردد. حاصل تحقيق الگويي مشتمل بر 9 بخشِ «تدوين بنيانهاي اسلامي پيشرفت»، «زمانه‌شناسي»، «مسأله‌شناسي»، «طراحي نظام حكمراني، نهادهاي لازم و قواعد اساسي براي تحقق پيشرفت اسلامي ايراني»، «طراحي افق جمهوري اسلامي ايران و نظام اجرا و ارزيابي الگو»، «تعريف برنامه‌هاي ميان‌مدت پيشرفت»، «مديريت توليد علوم بومي (اسلامي-ايراني)، «گفتمان‌سازي» و «طراحي و پياده‌سازي الگوي تحول» مي‌باشد.

Assessing the outcomes and impacts of 57 years of programming for development in Iran shows that western style development with Islamic modifications,on one hand hasn’t result in development like western countries,and on the other hand has caused Islamic-Iranian values fade.The cause of this condition is that the basics,Requirements,problems and ends of development model differs from that of Islamic society of Iran and this fact proves the necessity of designing a model,well-suited for Iranian society.By the presentation of “the Islamic-Iranian Model of Progress(IIPM)” subject in the beginning of the 4th decade of the Islamic revolution of Iran,by the supreme leader,designing an alternative model to development model which can result in progress besides spiritualty and justice has always been one of the discussions of the concerning scientific societies in this area.Surely achieving this model requires passing a process which can result in the formation of a problem-oriented model that is also based on Islamic basic values.This research has attempted to present a process model for designing IIPM,using comparative study method for the analysis of data collected through archival studies and focus group.The result of this research is a model including 9 parts of “compilation of Islamic foundations of progress”,“knowing the present era”,“knowing the present problems”,“designing the governance system, necessary institutions and basic rules for the realization of Islamic-Iranian progress”,“designing the horizon of the Islamic Republic of Iran and the implementation and evaluation system of the IIPM”,“designing midterm progress plans”, “managing the domestic knowledge creation”, “discoursification” and “formulating and implementing the evolution model”.
