ابتكار كمربند راه چين و تاثير آن بر منافع ملي جمهوري اسلامي ايران

China's Belt- Road Initiative andits impact on the National Interests of the Islamic Republic of Iran

جمهوري اسلامي ايران با توجه به موقعيت ويژه جغرافيايي و ژئواستراتژيك خود در چهارراه آسياي مركزي، غرب و جنوب آسيا، با ظرفيت ها و امكانات ويژه زيرساختي و مواصلاتي، هدف كلان خود را در داخل، جهش اقتصادي از طريق جذب سرمايه گذاري خارجي قرار داده و در سطح منطقه نيز خواهان ثبات، امنيت و توسعه مناطق پيراموني خود است. در عين حال، جمهوري خلق چين طرحي را با نام «ابتكار كمربند- راه» به عنوان يك طرح فراگير منطقه اي مطرح كرده كه حدود 65 كشور را دربرمي گيرد و داراي ابعاد متعدد و مختلف اقتصادي- تجاري، علمي- فرهنگي و حتي ژئوپلتيك و امنيتي است كه مي تواند آثار و پيامدهاي وسيعي در منطقه داشته باشد. هدف كلان اين طرح ارتقاي سطح توسعه كشورهاي مابين مرزهاي شرقي و غربي اوراسيا از طريق تسهيل همكاري هاي منطقه اي و توسعه زيرساخت هاي كشورهاي مسير عنوان شده و با توجه به بازوها و سازوكارهايي كه براي دستيابي به اين هدف تعريف كرده به نظر مي رسد كه ظرفيت تحقق اين هدف را داراست. پرسش اساسي اين مقاله، اين است كه ابتكار كمربند- راه چين چگونه مي تواند منافع ملي جمهوري اسلامي ايران- اعم از داخلي و منطقه اي- را تحت تاثير قرار دهد. اين مقاله در نظر دارد زمينه ها و چگونگي تاثيرگذاري ابتكار مزبور بر روند همكاري هاي منطقه اي را از دريچه نظريه منطقه گرايي و با روش تبييني- تحليلي مورد بررسي قرار داده و منافع و مضار احتمالي آن را براي جمهوري اسلامي ايران، تبيين نمايد. فرضيه مقاله اين است كه ابتكار كمربند- راه چين در صورت عملي شدن، از طريق گسترش زيرساخت هاي مبادلات تجاري و فرهنگي در منطقه و كمك به توسعه و امنيت منطقه، ظرفيت تامين منافع اقتصادي و ژئوپلتيك ايران را هم در سطح ملي و هم در سطح منطقه اي داراست. اين مقاله، با تبيين اهداف، انگيزه ها، فرصت ها و چالش هاي اين ابتكار، زمينه هاي تاثيرگذاري اين ابتكار بر ايران و همسويي آن با منافع ملي جمهوري اسلامي ايران را به تصوير مي كشد

The Islamic Republic of Iran with regard to the special geographic and geo-strategicposition at the crossroads of Central Asia، West and South Asia، with its infrastructure and transportation capacity and features، aims in the national level the economic boom by attracting foreign investment، and seeks stability، security and development of their surrounding areasat the regional level. Meanwhile، China has proposed an innovative "Belt- Road Initiative" as a comprehensive regional plan that covers 65 countries and has multiple and various trade-economic، scientific-cultural and even geopolitical and security dimensions which can have wide range consequences in the region.The purpose of thisgrand plan has been announced as the development of countries between the eastern and western borders of Eurasia by facilitating regional cooperation and infrastructural development and with respect to the mechanisms which have been defined for achieving this goal، it seemsto have the capacity to fulfill these goals. The main research question is how couldChina's Belt- RoadInitiativeinfluenceIran'snational interests- at both domestic and regional levels?This article intends to investigate how this initiative would affect regional cooperation process through the lens of regionalism theory and by explanatory- analytical method and its potential benefits and risks for the Islamic Republic of Iran.The hypothesis is that the Belt- Road Initiative through the expansion of trade and cultural infrastructure in the region and contributing to the development and security of the region،is of the capacity to maintain economic and geopolitical interests of Iran at the national level and the regional level. This article is to describe the objectives، motivations، opportunities and challenges of this initiative، the areas of impact on Iran and its alignment with the national interests of the Islamic Republic of Iran.
