Iran and the Security Threat of Piracy

جمهوري اسلامي ايران در دهه اخير همواره با تهديد امنيتي دزدي دريايي دست به گريبان بوده و متحمل خسارت هاي فراواني شده است. بحران دزدي دريايي و حضور دزدان دريايي در آب هاي بين المللي به يكي از اصلي ترين بحران هاي پيش روي اقتصاد ايران تبديل شده است. با توجه به عزم ايران در توسعه ترانزيت دريايي خود و بدست آوردن سهم بيشتري از ترانزيت آب هاي آزاد توجه به موضوع امنيت دريانوردي و بررسي پديده دزدي دريايي و راه هاي مقابله با آن مورد توجه ايران قرار گرفته است. ايران به مانند ديگر اعضاي جامعه بين المللي و به پيروي از قطعنامه هاي شوراي امنيت تهديد دزدي دريايي به ويژه دزدان دريايي سومالي را تهديد امنيتي عليه خود دانسته و از طريق دو ارگان خود يعني نيروي دريايي ارتش و سازمان بنادر و دريانوردي به تركيبي از اقدامات حقوقي، سياسي- نظامي براي مقابله با آن دست زده است. اين مقاله در جستجوي پاسخ اين سوال است كه جمهوري اسلامي ايران در مقابله با تهديد امنيتي دزدي دريايي چه راهكارهايي را اتخاذ نموده است؟ يافته هاي اين مقاله نشان مي دهد كه جمهوري اسلامي ايران از طريق دو ارگان خود يعني نيروي دريايي ارتش و سازمان بنادر و دريانوردي به عنوان متولي امر دريانوردي در دهه اخير به مقابله با اين تهديد امنيتي پرداخته و توانسته است با سازوكارهاي حقوقي، سياسي- نظامي اين تهديدات را به طور نسبي مهار كند و عملكرد نسبتاً موفقي در اين زمينه داشته باشد.

In recent decades، The Islamic Republic of Iran has been struggling with the security threats of hazardous piracy which caused myriads of damages and crises today. The existence of these Pirates in international waters made crises which has become one of the principal dilemmas facing the Iran's economy. Due to the determination of maritime shipping transit and obtaining a larger share of offshore transit in the high seas، Iran has paid attention to the issue of maritime security and the phenomenon of piracy and ways to deal with it.The Islamic Republic of Iran like other members of the United Nations and the international community، is following the Security Council resolutions and considers the threat of piracy، especially Somalia pirates، as a security threat against itself and it gets through along with 2 organs “ports and maritime organization” and “Islamic Republic of Iran Navy” and with a combination of legal، political and military measures to deal with it. What ways has the Islamic Republic of Iran adopted in response to the threat of piracy security? "This article responds to this question". The findings of this paper show that the Islamic Republic of Iran، through its own organs، the Navy and the Ports and Maritime Organization، has been dealing with this security threat last decade as a maritime authority and has been able to address these threats through legal، political and military mechanisms to restrain the threats in a relatively successful way.
