بررسي و سنجش راهكارها و سياست هاي موثر در مديريت اراضي رها شده شهري نمونه موردي شهر ايلام

(A Survey and Evaluation of effective strategies and policies on the management of urban Abandoned Lands (Case Study: Ilam City

طي چند دهه ي اخير، شهرنشيني و شكل گيري فضاهاي شهري، روند شتاباني به خود گرفته است، به طوري كه بخش وسيعي از عرصه هاي پيراموني شهرها تخريب شده و به دنبال اين توسعه ي بي برنامه، بسياري از اراضي و بافت هاي درون شهري از جريان توسعه و عمران باز مانده و به صورت رها شده، باقي مانده اند. با توجه به اهميت و نقش حساس زمين در توسعه شهري، مديريت اراضي رها شده ضرورت دارد. هدف پژوهش حاضر بررسي راهكارها و سياست هاي موثر در مديريت اراضي رها شده ي شهري(نمونه موردي: شهر ايلام) مي باشد. نوع تحقيق كاربردي و روش بررسي به صورت توصيفي- تحليلي است. و براي جمع آوري داده ها از روش پيمايشي و كتابخانه اي استفاده شده است. تجزيه و تحليل داده ها با استفاده از نرم افزار SPSS و بهره گيري از آزمون هايي همچون ضريب همبستگي پيرسون، آزمون T و نيز رگرسيون چندگانه مي باشد. سياست هاي و راهكارها مورد بررسي در اين پژوهش، شامل دخالت مستقيم دولت، ابزارهاي مالي و ابزارهاي برنامه ريزي شهري است. يافته هاي پژوهش نشان مي دهد كه رابطه معناداري بين شاخص هاي مورد بررسي(دخالت مستقيم دولت، ابزارهاي مالي، ابزارهاي برنامه ريزي شهري) و كنترل شدت رها شدگي اراضي وجود دارد و از بين اين شاخص ها، سياست دخالت مستقيم دولت، بيشترين نقش را در راستاي مديريت اراضي رها شده و جلوگيري از تشديد رها شدگي اراضي در محدوده ي مورد مطالعه ايفا كرده است. در مجموع مي توان گفت؛ در صورتي كه از زمين هاي درون شهري ايلام درست استفاده شود و به شكل صحيحي مديريت گردد، تا چند دهه ي آينده نياز به گسترش فيزيكي نداشته و مي توان در جهت رسيدن به شكل پايداري شهري گام برداشت

During recent decades، the urbanization and development of urban spacesis increasing quickly. So that a large part of the surrounding urban areas has been destroyed and following this lack-planning development، lots of land and urban areas have not been developed، and they left abandoned. Considering the importance and critical role of the land in urban development، the management of abandoned land is necessary. The land is one of the most sensitive urban e resources. The important role of land market and its ability to effect on other strategic axes has led to the land management be considered as the most effective tools for urban management. Improving the function of land market and increasing the access to this market، commensurate with the rate of urbanization، are the axes of leave policy in this field. The objective of this paper is to survey of effective strategies and policies on the management of abandoned lands (case study: Ilam city). The type of research is applied and the methodology is analytic-descriptive. To collect the data، the library and survey method have been used. Data analysis was performed by SPSS software، as well as testing methods such as Pearson correlation coefficient، T test، and simple and multiple regression. The obtained results show that there is a positive and significant relationship among of the studied indexes(direct government intervention، financial instruments and urban planning tools) and the control of urban abandoned lands amounts. However among these indexes، the direct government intervention plays the most important role in the control of abandoned lands amounts of Ilam city.
