Prioritizing local agricultural processing industry with an emphasis on entrepreneurship development in rural areas by using the model (VIKOR) Case Study: Hossein Abad district of Anar Township

در اقتصاد رقابتي و مبتني بر بازار امروزي از كارآفريني به عنوان موتور توسعه اقتصادي ياد مي شود كه مي تواند در رشد اقتصادي كشورها، ايجاد اشتغال و رفاه اجتماعي نقش مهمي را بر عهده داشته باشد. از آن جهت كه اقتصاد و معيشت اغلب روستاييان در كشورمان وابسته به كشاورزي مي باشد، ايجاد و توسعه صنايع تبديلي و تكميلي در بخش كشاورزي مي تواند به عنوان راه گشايي در اين امر مورد توجه قرار گيرد. محدوده ي مورد مطالعه دهستان حسين آباد شهرستان انار مي باشد. عمده فعاليت ساكنان روستاهاي اين شهرستان مبتني بر فعاليت هاي بخش كشاورزي و باغي ، در راس آن ها محصول صادراتي و استراتژيك پسته، و زير بخشهاي آن است. اين شهرستان با وجود امكانات بالقوه فراوان به دليل كمبود صنايع تبديلي بخش كشاورزي و همچنين موارد تاثيرگذلر در توليد،باعث گرديده است تا رقبا يخارجي سود ومنفعت زيادي از اين محصول ببرند. هدف اين پژوهش اولويت بندي مكاني- فضايي استقرار طرح هاي كارآفريني با تاكيد بر صنايع تبديلي و تكميلي كشاورزي در دهستان حسين آباد از توابع شهرستان انار مي باشد. روش پژوهش توصيفي- تحليلي است؛ كه جهت رتبه بندي 8 روستاي بالاي 60 خانوار، از مدل تصميم گيري چندمعياره ي ويكور(VIKOR) و شيوه هاي تحليلي استفاده شده است. بر پايه ي يافته هاي پژوهش، شاخص هاي هفتگانه ي(جمعيت، سطح زيركشت، متوسط توليدات، راه ارتباطي، منابع آب، خدمات زيربنايي و توپوگرافي) صنايع تبديلي و تكميلي در چارچوب مدل ويكور نشان مي دهد كه؛ روستاي گلشن به واسطه ي قرارگيري در مسير راه ارتباطي و همچنين تمركز امكانات و تاسيسات زيربنايي و با مقدار Q، صفر و بر اساس شاخص هاي SوR بهترين رتبه را دارا بوده است. در مقابل روستاي احمدآباد با مقدار Q، يك و به خاطر جمعيت فعال كم، بعد مسافت و دسترسي دشوار پايين ترين مقدار مطلوبيت را براي استقرار صنايع تبديلي و تكميلي را در بين روستاهاي نمونه را به خود اختصاص داده است.

In today's competitive economy and a market-based entrepreneurship as an engine of economic development، which can be referred to economic growth، job creation and social welfare will have an important role to play. Since our economy and livelihood of most of the villagers are dependent on agriculture، the development of additional industries and the agricultural sector can be considered as the way in this matter.Hossein Abad area of the district is the city of Anar. The main activities of the inhabitants of the villages of the city is based on agriculture and horticultural activities، led by exports and strategic product pistachios، and the parts of it. revenue and profit for our competitors in this area is. So acute is the problem of the lack of industries and productive option that should be considered for it.The purpose of this study was to prioritize entrepreneurship projects with an emphasis on processing and further Space-Place of agriculture in the Hossein Abad district Anar Township. This descriptive-analytic method is used to rank the top 60 eight village families، the multiple criteria decision making (VIKOR) and analytical methods used. Based on the research findings، the seven indicators (population، acreage، average output، the communication، water resources، infrastructure services and the topography) and complementary industries VIKOR model suggests that villages Gulshan، Deh Raiys and Safaieh highest villages of Ahmad Abad، Traub Abad، Ghoarban Abad low for the working population، distance and difficult access to the lowest utility industries and are complementary to the rural sample.In this context، it is proposed that industries such as packaging and processing of pistachios in the defined area and prioritized according to the place of residence.
