بررسي عملكرد شهرداري ها در چارچوب رويكرد حكمروايي خوب شهري نمونه موردي: شهرداري شهر ملاير

حكمروايي مطلوب شهري رهيافتي ساختار شكنانه به برنامه ريزي توسعه شهري دارد و با مشاركت و كنش متقابل ميان بازيگران اصلي مديريت شهري يعني جامعه مدني، حكومت و بخش خصوصي، الگوي شهرنشيني ارتباطي را پيش مي گيرد. از اين رو نهاد مديريت شهري كه در ايران از دو سازمان شهرداري و شوراي شهر تشكيل شده است، مي تواند يكي از اساسي ترين نهاد ها جهت تحقق حكمروايي خوب شهري باشد. هدف اين تحقيق، تعريف و تحليل جامع از حكمروايي خوب شهري و همچنين ارائه مجموعه اي از شاخص ها جهت معرفي الگوي مناسبي از حكمروايي خوب شهري در ايران و به عنوان نمونه در مديريت شهري، شهر ملاير است. اين پژوهش توصيفي – تحليلي مي باشد. اطلاعات حاصل شده از طريق نرم افزارهاي آماري Excel و SPSSو ارزش گذاري متغيرها با بهره گيري از طيف ليكرت، مورد تجزيه و تحليل قرار گرفته است.در بررسي هاي انجام شده، كارايي و اثربخشي با ميانگين0.095- =X، مشاركت با ميانگين0.059=X، پاسخ گويي با ميانگين0.288-=X، امنيت با ميانگين0.389-=X و تساوي با ميانگين0.074-=X ارزيابي شده اند، كه نشانگر پايين بودن ميانگين شاخص هاي حكمروايي خوب شهري، البته به جز شاخص مشاركت در شهر ملاير هستند.

Favorable urban government takes a deconstructive approach towards urban development planning and adopts the communicative urbanization model through the cooperation and interaction among the major actors in urban management; that is، the civil society، the government and the private sector. It seems، therefore، that the institution of the urban management which comprises of the municipality and the city council in Iran can be one of the best mechanisms for the favorable urban government to be possible. The present study aims to define and to carry out a comprehensive analysis of the favorable urban government. It will also present a series of indices for the development of favorable urban government in Iran and will study these indices in terms of urban management in Malayer، Iran. The approach adopted in the present study is descriptive-analytic. The data has been analyzed using IBMSPSS and Excel and the variables have been evaluated using the Likert scale. Results signify low levels of all the favorable urban government indices except for the cooperation index in Malayer.
