چكيده فارسي :
"برنامه ريزي كاربري اراضي" در واقع مجموعه فعاليت هايي است كه محيط انساني را مطابق خواسته ها و نيازهاي جامعه شهري سامان مي بخشد و اين مقوله هسته اصلي برنامه ريزي شهري را تشكيل مي دهد. امروزه با توجه به توسعه روزافزون شهرها و عدم تعادل در پراكنش كاربري ها،ساماندهي كاربري اراضي شهري از اهميت بسيار زيادي برخوردار است. دسترسي عادلانه به اين كاربري ها و استفاده بهينه از آنها،يكي از مولفه هاي اساسي در توسعه پايدار و عدالت اجتماعي است. اين مطالعه شهر شيراز را به علت قرار داشتن در زمره شهرهاي تاريخي – فرهنگي و دارا بودن ارزشهاي ملي و ويژگيهاي بين المللي،همچنين توسعه شتابزده شهر در دهه هاي اخير و دارا بودن مسائل و مشكلات شهرسازي، به عنوان نمونه موردي جهت بررسي و ارزيابي كاربري هاي مناطق آن برگزيده است . پژوهش صورت گرفته، با روش تحليلي ـ مقايسه اي بر پايه روش تجربي انجام شده است كه هدف از انجام آن شناخت وضعيت كاربري اراضي مناطق 9 گانه شهر شيراز با رويكردي جغرافيايي و بهره گيري از سيستم اطلاعات جغرافيايي(GIS)است. به منظور ارزيابي كاربري ها،از يك سو با استفاده ازروش هاي مقايسه اي، ميزان كاربريهاي شهري مناطق 9 گانه شهر شيراز با كل شهر شيراز، ايران و جهان مقايسه شده و از سوي ديگر با استفاده از مدل ضريب مكاني LQi به تفاوت هاي مكاني كاربري ها در سطح شهر شيراز پرداخته شده و وزن هر كاربري در سطح مناطق شهر شيراز مورد ارزيابي قرار گرفته است.درنهايت نيز اطلاعات به دست آمده را به محيط excell و spss برده تا مورد كنكاش قرار گيرند.آنچه از يافته هاي اين تحقيق به دست آمده نشان مي دهد كه : توزيع كاربري ها در شهر شيراز،با استانداردهاي رايج كشور و جهان مغايرت دارد.همچنين،در خود شيراز، توزيع كاربريها در مناطق مختلف شهر با مساله عدم تعادل روبروست كه در اين ميان،كاربري هاي فرهنگي- مذهبي ،حمل و نقل ،آموزشي،تاسيسات شهري و جهانگردي، نسبت به ساير كاربري ها تعادل فضايي نامناسب تري دارند.همچنين،بررسي ها نشان مي دهند كه صرف ارزيابي كمي كاربري ها كافي نبوده و بايد با درنظر گرفتن تمامي جوانب و ارزيابي كيفي كاربري ها همراه باشد تا زمينه ساز توسعه پايدار شهر گردد .

" Land Use Planning " is actually a set of activities that meets the demands and needs of urban human environment and that would settle the core issues of urban planning would be covered. Nowadays, with the development of cities and imbalances in land distribution , land use, urban organization is extremely important . Equitable access to and efficient use of land , one of the essential components of sustainable development and social justice. This Shiraz being the most historic cities - having cultural and national values and international features , as well as the intense development of urban problems in recent decades , and has , for example, about the direction of user evaluation the district has adopted . The study , a comparative analysis is conducted on the basis of empirical methods aimed at identifying the land areas of the 9 city Geographical approach and the use of geographic information systems (GIS) is . In order to assess the land , on the one hand , using the comparative method , the total amount of land in urban areas, the 9 Shiraz Shiraz , Iran and the world and comparing the coefficients of the model where the different user's location LQi at the city level and the weight of each member of the city area has been evaluated . finally obtained by the analysis of the environment and spss excell taken to be explored . those findings of the suggests that land distribution in the city , is incompatible with the standards of the country and the world . well , in Shiraz , distributed applications in different areas of the city is facing the problem of imbalance the username cultural - religious , transport, education , urban and tourist facilities , are more difficult than other land uses spatial scales . Moreover, studies show that the land was not enough to spend a little evaluation should take into account all aspects of land quality assessment and to be the underlying cause of sustainable development.
