هدف اين مقاله بررسي روابط انگليس و اروپا در بافت همگرايي اروپايي است. پرسش اصلي پژوهش اين است كه فرازوفرود‌هاي رابطه انگليس و اروپا در سال‌هاي 2011ـ 1945 تابع چه علل و عواملي مي‌باشد؟ به نظر مي‌رسد دغدغه‌هاي حاكميتي، سابقه امپراطوري، ژئوپلتيك خاص انگليس، دارا بودن گزينه‌هايي چون رابطه ويژه با امريكا و كشورهاي مشترك‌المنافع، هراس از محور فرانسه‌ـ‌آلمان، ورود ديرهنگام به روند همگرايي اروپايي، نگاه تجاري به همگرايي اروپايي، نظام اقتصادي متفاوت و تمايزات فرهنگي با اروپابيان از متغير‌هاي تاثيرگذار در روابط پرفراز و فرود و ناسازگاري انگليس با همسايگان اروپايي‌اش محسوب مي‌شود. انگليس ميل زيادي براي همگرايي در زمينه‌هاي سياسي و نظامي ندارد چرا كه محدوديت‌هاي حاكميتي براي اين كشور به وجود مي‌آورد، همزمان از همگرايي در حوزه‌هاي تجاري استقبال مي‌كند به‌گونه‌اي كه امروزه اين هدف را در لواي حمايت از گسترش اتحاديه اروپا به سمت شرق مطرح مي‌نمايد. انگليس در حوزه‌هاي نظامي و امنيتي بيشتر متمايل به سمت حركت در مسير سياست‌هاي آمريكا در قالب ناتو است، لندن هم از ضعف نظامي اتحاديه اروپا اطلاع دارد و هم از قدرتمند شدن اروپا زير سلطه رقباي قديمي چون فرانسه و آلمان نگراني دارد. مجموعه اين عوامل باعث گرديده كه از آغاز روند وحدت اروپايي شاهد فرازوفرودهاي متوالي در رابطه لندن با بروكسل باشيم و موضوع چگونگي رابطه با اروپا هميشه يكي از مناظره‌هاي جدي در ميان احزاب عمده اين كشور باشد.

The aim of this paper is to study the British-Europe relations in the framework of European integration. The main question concerns the reasons behind ups and downs in relations between the UK and Europe during the period of 1945 - 2011. Factors including the sovereignty concerns, the empire tradition, specific geopolitics of the Britain, special relations with the United States and the Commonwealth, fear of French-German axis, delayed membership in the European unio‎n, trade-oriented conception of the European integration, different economic system and cultural distinctions are among the variables affecting this relations and British difficult ties with its neighbors. The United Kingdom is not willing for political and military integration with the European unio‎n due to concerns of limitations to its sovereignty. Meanwhile London welcomes the integration in trade area and is pursuing this aim via the expansion of the European unio‎n to the east. In military and security area London is more inclined to follow the US approach in the framework of NATO. Due to these considerations, there have been ups and down in London-Brussels relations and the British relations with the Europe has always been a hot debated issue among the British political parties.
