The Obstacles and Challenges Facing the Islamic Republic of Iran-EU Relations

روابط جمهوري اسلامي ايران با اتحاديه اروپايي به دلايل مختلف بسيار حساس و چالش‌برانگيز است و موانع زيادي بر سر راه آن ايجاد شده است. در شرايط كنوني، به سختي ما شاهد عوامل و زمينه‌هاي باثبات در روابط هستيم. برقراري روابط خارجي جدي، نهادينه و درازمدت بايد براساس يك رشته معيارها و شيوه‌هاي ماندگار در روند همكاري‌ها و مناسبات فيمابين باشد. اين چالش‌ها طي سال‌هاي اخير پر‌رنگ‌تر شده‌اند. فعاليت‌هاي هسته‌اي ايران يكي از مهم‌ترين موضوعاتي است كه روابط طرفين را شديداً متأثر كرده و جداي از مناسبات سياسي، جنبه‌هاي ديگر روابط را نيز تحت‌الشعاع قرار داده است. جمهوري اسلامي ايران و اتحاديه اروپايي به علت قرارگرفتن در دو حوزه ارزشي، فرهنگي و تمدني متفاوت، فاقد مباني يك رابطة‌ استراتژيك مي‌باشند، لذا برقراري روابطي گسترده بسيار پيچيده است و به عوامل بي‌شماري بستگي دارد. در اين مقاله تلاش مي‌شود به موانع و چالش‌هاي روابط ايران و اتحاديه اروپايي در سال‌هاي اخير و تأثير موضوع هسته‌اي ايران، پرداخته شود و علل به وجود آمدن فضاي منفي كنوني روابط، تشريح گردد. در اين بحث به تلاش اتحاديه اروپايي و كشورهاي بزرگ و تأثيرگذار آن در تصويب قطعنامه‌ها و برقراري تحريم‌هاي گسترده عليه ايران اشاره مي‌شود. نزديك‌‌‌ شدن مواضع اتحاديه اروپايي به آمريكا و آژانس هسته‌اي وين نيز در اين مقاله تشريح مي‌شود.

Due to several factors, Iran-EU relations are critical, fragile and challenging. These challenges are strengthened and multiplied in recent years, getting increasingly difficult to see a perspective of sustainable relations between the two sides. Iran’s civil nuclear program is one of the most important issues which have influenced the political and economic relations as well as the other ties between the two parties. The Islamic Republic of Iran and the EU belong to two different civilizations and cultures and have their own distinctive social values. This makes the extensive relations quite complicated and shaky and creates a loophole which prevents conception of any strategic relations between two sides. The present article aims to study the challenges and obstacles in Iran-EU relations with particular focus on underlying causes of mutual grievances in recent years, including the EU position and practice with regard to the Iranian civil nuclear program and imposition of unjustified extensive unilateral sanctions with dire ramifications on human and humanitarian rights of the Iranian nation.
