شكنندگي همكاري در فضاي هژمونيك و نگاه به شرق در سياست خارجي جمهوري اسلامي ايران

اين مقاله به بررسي رويكرد نگاه به شرق در سياست خارجي جمهوري اسلامي پرداخته و شكنندگي اين همكاري را در چارچوب نوواقع گرايي بررسي مي‌كند. سئوالي كه مطرح مي‌شود اين است كه رويكرد نگاه به شرق چه جايگاهي در سياست خارجي جمهوري اسلامي دارد و آيا اين همكاري با كشورهاي شرق، به گونه‌اي است كه منافع همه طرف‌ها را برآورده كند؟ استدلال اين است كه طرفداران سياست نگاه به شرق معتقدند گرايش ايران به سمت شرق و اتحاد با كشورهاي قدرتمند آسيايي مي‌تواند منافع ملي ايران را تأمين و مسئله فقدان متحد استراتژيك را براي ايران حل نمايد. در اين خصوص اغلب به روسيه و چين اشاره مي‌شود. چنين گرايشي با اين مفروضه نو واقعگرايي منطبق است كه وقتي ساختار نظام بينالملل به سمت هژموني پيش مي‌رود، دولتهايي كه در معرض سياستهاي امنيت سازي هژمون قرار دارند به هم نزديك مي‌شوند. اما همزمان نئورئاليستها بدبيني خود را به همكاري در فضاي آنارشيك نشان ميدهند. آنها بر اين باورند كه همكاري جز در سطوح اقتصادي- اجتماعي و سطوح پائين سياسي امكانپذير نيست و به سطح بقاء نميرسد. به علاوه در فضاي آنارشيك نظام بينالملل، دولتها نگران منافع مطلق همكاري هستند. بر اين اساس چين، هند و روسيه نمي‌توانند يك كشور هستهاي با بلندپروازي‌هاي منطقهاي را در كنار خود تحمل كنند.

This paper examines the Look East approach in foreign policy of Islamic Republic of Iran and the fragility of the cooperation in the framework of Neorealism. The method in this paper is descriptive - Analytical and data collected for Library from various sources and then analysis based on the theory of research. Look East policy Fans say Orientation to the East Asian powerful nations and alliances with them can meet Iran's national interests and resolve strategic ally for Iran's lack. In this regard، often to Russia and China، which over the years have shown that wish to expand its relations with Iran. This trend is consistent with the assumption of Neorealism that when the structure of international goes toward hegemony، Governments that are subject to security policies of hegemony are close together. At the same time، Neorealism is pessimistic to cooperation in the anarchic arena. They believe that the cooperation not feasible just in socio-economic and politically low levels and not to the level of survival. In addition، in the anarchic international system، states are concerned about Absolute gains of cooperation. Accordingly، China، Russia and India cannot be standing a nuclear state with regional ambitions on your side.
