Decision making Pattern of Islamic Republic of Iran’s foreign policy through Ayatollah Khamenei’s thoughts

تصميم گيري اولين و كانوني‌ترين وظيفه هر دولت براي اداره شئون مختلف كشور مي‌باشد. اما سياست خارجي با توجه به تبعات و آثاري كه رفتار و عملكرد دولت‌ها در اين حوزه دارد، بيش از ساير حوزه‌ها نيازمند توجه به مقوله تصميم گيري مي‌باشد كه بايد اين مهم براساس الگويي مشخص انجام بپذيرد. تصميم گيري سياست خارجي بايد براساس الگويي باشد كه با در نظر گرفتن منابع و امكانات تصميم گيرنده، كارگزار سياست خارجي را با بهره گيري از مطلوب‌ترين روش به اهداف خود برساند و بتواند بهترين گزينه را انتخاب نمايد. بر اين مبنا سؤال اصلي شكل گرفته است كه چه الگويي براي سياست خارجي جمهوري اسلامي ايران بر اساس انديشه‌هاي آيت الله خامنه‌اي مي‌توان تبيين كرد؟ در اين مقاله سعي شده است براساس روش اكتشافي و با استفاده از تكنيك تحليل مضمو داده‌هاي حاصل از بررسي انديشه‌هاي آيت الله خامنه‌اي تبيين و الگوي مورد نظر را تحت عنوان الگوي تصميم گيري حكيمانه تبيين نماييم. اين الگو در زمره الگوهاي تلفيقي – تركيبي است كه در چارچوب دو الگوي عقلاني چندلايه و تفكر ارزشي تبيين شده است. كنش گر بر مبناي الگوي حكيمانه، موجودي مكلف،مختار و مواجه با هدايت الهي است كه منطق اقدامش، انجام تكليف الهي مبتني بر عقلانيت حكيمانه مي‌باشد. از آنجا كه نظام شناختي آيت الله خامنه‌اي بر اساس جهان بيني توحيدي شكل گرفته است، اسلام اصلي ترين منبع در اخذ تصميمات مي‌باشد. همچنين قرآن، انديشه‌هاي امام خميني(ره)، مباني انقلاب اسلامي و قانون اساسي در زمره منابع فرعي اخذ تصميم مي‌باشند.

The decision making is the first and most central duty of every government to manage different aspects of each country. Although the government before acting on any field must focus on the issue of decision-making. But foreign policy with regard to the consequences and effects the behavior of governments in this field، more than other field need attention to decisions making that this should be done according to accepted pattern. Foreign policy decisions should be based on a pattern which considering the resources of decision-makers، and it must be able to help brokers foreign policy by taking advantage of the most favorable method to reach their goals. Therefore، the main question is formed what pattern can be be explained for the foreign policy of the Islamic Republic of Iran through Ayatollah Khamenei’s thoughts? In this article we will try to by using exploratory method and by analytical approach based on data and using thematic analysis technique، examine Ayatollah Khamenei’s thoughts and finally explain and named that : wisdom decision making. This pattern is among the combination patterns which is explained within the framework of two pattern; rational multi-layered patterns and value thinking. The government official based on the wisdom pattern، Is human obligated، Has authority and confrontation with divine guidance that the logic of his action is to perform a divine task based on wise rationality.Since the cognitive system of Ayatollah Khamenei is based on the divine worldview، islam is the main source of decision making. Also، the Qur'an، Imam Khomeini's thoughts، the foundations of the Islamic Revolution and the constitution are among sub sources of decisions.
