The Relationship Between Government Economics and the Trade-Political Cycle; Case study of Iran

يكي از مواردي كه دولت‌ها به واسطه آن مي‌توانند در قدرت ابقا شوند، استفاده از مكانيسم‌هاي اقتصادي است كه در ادبيات سياسي از آن به عنوان سيكل تجاري- سياسي ياد مي‌شود. از اين رو، دولت‌ها با سياستگذاري اقتصادي به آساني به اين مهم دست مي‌يابند كه آثار و تبعات منفي در اقتصاد خواهد داشت. بدين سان، مقاله حاضر با هدف شناخت ابعاد مختلفِ رابطۀ ميان اقتصاد دولتي و سيكل تجاري- سياسي، درصدد جواب به اين سؤال است كه سياستگذاري اقتصادي در ايران چه امكاناتي را در اختيار دولت‌ها جهت پيروزي مجدد در انتخابات و رسيدن به قدرت قرار مي‌دهد؟ فرضيه مطرح در اين مقاله عنوان مي‌كند، دولت‌ها در ايران با توجه به اقتصاد تك محصولي و مستقل بودن از طبقات اجتماعي، همواره مي‌توانند با سياستگذاري‌هاي اقتصادي روند تحولات سياسي به ويژه پيروزي مجدد در انتخابات را رقم زده كه به بي ثباتي‌هاي اقتصادي منجر مي‌شود؛ موضوعي كه ساختار اداره كشور بايستي با مكانيسم‌هاي قانوني نسبت به آن واكنش نشان داده تا در جهت عملياتي كردنِ فزون‌تر سياست‌هاي كلي اصل 44 قانون اساسي اقداماتي انجام گيرد.

One of the things that governments can maintain in power is the use of economic mechanisms that are referred to in political literature as a commercial-political cycle. Hence، governments will easily achieve economic growth with economic policy that will have negative effects on the economy. Thus، the present paper with the aim of understanding the various dimensions of the relationship between the state economy and the commercial-political cycle seeks to answer this question What economic policy in Iran does government provide to win in election and gain power? The hypothesis in this article is that Iranian governments according to the single-product economy and the independency of social classes، can always figure out the process of political developments with economic policies، in particular the victory of the election، which leads to economic instability; The issue that the country's constitution has to react to the legal mechanisms in place to take more action in the general policy of general principles of article 44 of the Constitution.
