با شكل گيري نظام سياسي جمهوري اسلامي ايران، دغدغه توسعه و پيشرفت همواره در ميان نخبگان سياسي ايران وجود داشته است. از آنجا كه در كشور ايران، جامعه عموماً ضعيف و تشكل نيافته است، مسئوليت تحول ساختاري بر عهده نخبگان سياسي حاكم خواهد بود. پرسش اصلي اين مقاله اين است كه؛ نخبگان سياسي در فرايند پيشرفت سياسي ج.ا.ايران چه نقشي را مي بايست عهده دار شوند؟ نويسندگان با استفاده از مدل تحليلي SWOT تأثير و عملكرد نخبگان سياسي در فرايند حركت ج.ا.ايران از ابتدا تاكنون را تحليل و در نهايت استراتژي هاي پيشرفت سياسي را بر اساس نقاط ضعف و قوت و فرصت ها و تهديدها در اين خصوص، استخراج كرده است. برنامه ريزي نخبگان سياسي، اجماع نظر نخبگان سياسي بر اهداف و سازوكارهاي پيشرفت سياسي، تقويت جامعه مدني، شفافيت نخبگان سياسي و فرهنگ سياسي متناسب با پيشرفت از مهم‌ترين پيش نيازهاي فرايند پيشرفت سياسي ج.ا.ايران است كه مي تواند در رفع موانعي چون ضعف جامعه مدني، عدم شكل گيري مناسب نهادهاي سياسي، عدم پايبندي به قانون و كامل نشدن فرايند رقابت و مشاركت سياسي در جامعه ايران، مؤثر واقع شود.

One of the pillars of progress is political progress that has so far been overlooked in Iran due to overcoming the concern for economic progress. Because in Iran، society is generally poorly organized، structural change will be the responsibility of the ruling political elite. The main question of this study is: What role should political elites play in the process of political progress of the Islamic Republic of Iran? Using the SWOT analytical model، the author analyzes the impact and performance of political elites in the process of moving the Islamic Republic of Iran from the beginning، and ultimately has drawn research strategies based on weaknesses، strengths، opportunities and threats in this regard. . Planning for the political elites should move to a possible situation using the tools and mechanisms experienced in the path of political progress، in order to pave the way for a favorable situation. The consensus of the political elite on the goals and mechanisms of political progress، the strengthening of civil society، the transparency of political elites and political culture in line with progress is one of the most important prerequisites for the process of political progress of the Islamic Republic of Iran، which can be used to overcome barriers such as weakness of civil society، The proper implementation of political institutions، non-compliance with the law and the failure to complete the process of competition and political participation in the Iranian society.
