Investigation and Analysis Of Educational Performance Indices Of Imam Khomeini Naval Academy By BSC – TOPSIS

در عصري كه صاحب‌نظران دانشگاهي به آن عصر دانايي و دانش محوري لقب داده ­اند، بسياري از فنون و تكنيك‌هاي به‌كار رفته در سازمان­هاي تجاري، مانند مهندسي مجدد فرايندها، مديريت كيفيت جامع، بهبود مستمر، مدل كارت امتيازي متوازن، مورد پذيرش دانشگاه­ها و مؤسسات آموزش عالي قرار گرفته­اند. هدف از اين پژوهش تعيين جنبه­هاي مهم ارزيابي عملكرد دانشگاه­ها در راستاي چشم‌انداز آموزش عالي با استفاده از كارت امتيازي متوازن و اولويت­ بندي شاخص­ هاي ارزيابي عملكرد دانشگاه­ها به روش تاپسيس فازي مي­باشد. جامعه آماري تحقيق، اساتيد و مسئولين آموزشي دانشگاه علوم دريايي مي­باشند. به منظور جمع‌آوري داده ­ها با مصاحبه حضوري و استفاده از تجارب و نظرات­ مديران دانشگاه­ها به ‌تعيين فاكتورهاي اصلي موفقيت، شاخص ­ها و اهداف كلان موسسات آموزشي كه در راستاي هم مي‌باشند پرداخته شده است. نتايج تحقيق نشان مي­دهد كه­ رتبه يك شاخص­ هاي ارزيابي عملكرد در مؤسسات آموزش عالي با محوريت دانشگاه علوم دريايي؛ مربوط به «­گرايش­ هاي جديد تحصيلات تكميلي»،­ رتبه دوم «­رشد اعتبارات پژوهشي» و رتبه سوم به «رشد امكانات و فضاهاي آموزشي» اختصاص يافت.

In the era that academic scholars have called it "wisdom and knowledge centric age", many of the techniques used in business organizations, such as process reengineering, comprehensive quality management, continuous improvement, balanced scorecard model, have been accepted by universities and higher education institutions. The purpose of this study was to determine the important aspects of evaluating the performance of universities in line with the perspective of higher education using a balanced scorecard and prioritizing the performance indicators of universities by TOPSIS fuzzy method. The statistical population of the study is the faculty members and educational authorities of Imam Khomeini Naval Academy. In order to collect data by interviewing and using the experiences and opinions of university administrators to determine the main factors of success, the indicators and goals of educational institutions that are in line are discussed. The results of the research show that the first rank of performance evaluation indicators in the higher education institutes with the focus of Imam Khomeini Naval Academy is; the "New Graduate Studies", the second "Increased Research Credit" and the third rank "Growth of Facilities and Educational Spaces."
