چالش هاي سياسي امنيتي خروج ازبكستان از پيمان امنيت جمعي تاشكند

Assess the impact of the withdrawal of Uzbekistan, Tashkent Collective Security Treaty on the Central Asian political and security relations

با بررسي تحولات سياست خارجي ازبكستان متوجه اين امر مي شويم كه هر زماني كه روابط ازبكستان با غرب و نهادهاي غربي خوب بوده، شاهد واگرايي اين كشور نسبت به سازمان هاي امنيتي در منطقه آسياي مركزي و به خصوص ساختارهاي روس محور بوده ايم و زماني كه روابط اين كشور با غرب دچار تنش شده، تاشكند سعي كرده تا با سازمان هايي روس محور همگرايي داشته باشد. اما اين مساله مهم اين است كه به استثناي وقفه اي كه در روابط ازبكستان و غرب در سال 2005 رخ داد، به طور كلي همواره شاهد روند رو به رشدي در روابط ازبكستان با آمريكا و به طور كلي غرب بوده ايم. اكنون نيز شاهد دور جدي همكاري ها ميان آمريكا و ازبكستان هستيم، تا جايي كه باعث شده اين كشور از سازمان پيمان امنيت جمعي خارج شود. در مقاله حاضر تلاش خواهد شد كه به سوال «آيا انزواي ازبكستان از پيمان امنيت جمعي تاشكند سبب ضعف اين پيمان و در نهايت مقدمه ي گرايش ديگركشورهاي آسياي مركزي به سمت غرب خواهد بود؟» به روش توصيفي – تحليلي پاسخ دهيم. و اين موضوع را از زمان تشكيل پيمان امنيت جمعي تاشكند پيگيري خواهيم كرد.

This is the time of going to Tashkent Collective Security Treaty.
